Committees
In order to take effective action, SRNT’s Board may require in-depth study, information, and recommendations on a given subject. Each committee assists the Board in carrying out its policy-making, planning, and review functions by keeping the Board informed and making recommendations in a defined area. Committees have ongoing or regularly recurring responsibilities and allow SRNT to tap into individual members’ full experience, talents, interests and enthusiasm, and can be the training ground for prospective board members and officers.
All Society members are eligible to participate in one or more committees, regardless of race, ethnicity, gender identity, or other minortized community identification. Only Full Members may serve as committee chairs. However, the board has the authority to appoint affiliate, student, or non-members should circumstances warrant.
Task Forces
Task forces will be seated as necessary to accomplish specific, time-limited projects. All Society members are eligible to participate in task forces, regardless of race, ethnicity, gender identity, or other minortized community identification. Task force members will be appointed by the President and may be include Full, Affiliate and Student members. If special expertise is required, non-members may be appointed to serve on task forces.
Unless specifically requested by the president, committees, task forces and/or their representatives are not authorized to represent SRNT to any outside individual or body.
1. Leadership Opportunities
All SRNT volunteer groups require dedicated, knowledgeable leaders. The Society values diversity in leadership, including race/ethnicity, gender, geography, research discipline, etc. The following represent volunteer leadership opportunities, which are appointed in accordance with the guidelines outlined in this policy:
- Committee Chairs
- Network Co-Chairs
- Network Subcommittee Chairs
- Nicotine & Tobacco Research, Editor in Chief, Associate and Deputy Editors
- SRNT University, Dean and Section Heads
- Task Force or Special Project Chairs
The list of current Committees and Networks are found in Sections 4 and 5, respectively, of the SRNT Policy Manual.
SRNT is committed to representing the diversity of its membership in leadership positions, as well as through Committee membership.
“Diversity” includes:
- Race/ethnicity
- Gender
- Geography
- Research discipline
- Career stage
Members are encouraged to volunteer for service through SRNT Networks, where the most volunteer opportunities exist. Generally speaking, when Committee Chairs or special Task Force members are needed, the Board will look to Networks and Committees to identify current volunteers who are productive and demonstrate capacity for taking on more responsibilities and who understand the need to work collaboratively in order to cross ideological or other divides as work is undertaken.
2. OPERATIONAL COMMITTEES
Appointing Committee Chairs
- The Board President appoints Committee Chairs. The Board of Directors confirms the President’s Committee Chair appointments.
- It is generally preferable for Committee Chairs to be appointed based on their service on the Committee in question. This prior service provides the incoming Chair or Co-Chair with the knowledge and experience to take on the leadership role.
- The Committee or its outgoing chair may make recommendations to the President; however, the President has the authority to appoint the person of his/her choosing. If there is no candidate, staff will send an email to the membership seeking interest/nominations.
- If there is more than one Committee chair (for example, the Program Committee), the Co-Chairs will, to the extent possible, represent the diversity of the membership—research discipline, geography, race/ethnicity, etc.
Appointing Committee Members
- New Committee members may be nominated by current Committee members or self-nominate (ideally, through the volunteer-interest survey).
- The Committee Chair will review nominee(s)’ CVs and evaluate the nominee’s committee-related expertise and experience, current commitments and potential capacity for active engagement in activities. The Committee Chair may choose to include the others on the committee to make the decision. Committees also seek to ensure diverse representation across race/ethnicity, gender, geographic location, and institutional homes (academic, funder, etc.).
- The Committee Chair will forward the recommendation to the President for approval.
- Committee members typically serve for a minimum of 4 years and a maximum of 6 years. Ideally, two or more new Advisory Committee members are recruited every 1-2 years to maintain continuity and a knowledge base as other members cycle off the committee.
3. TOPICAL NETWORKS
Appointing Network Chairs
- The Board President appoints Network Co-Chairs. The Board of Directors confirms the President’s Network Chair appointments.
- Network Co-Chairs nominations come from the Networks, based on service on the Advisory Committee or on Network sub-committees. Network Co-Chairs should represent some measure of diversity beyond gender and should have a demonstrated ability to lead as well as to work cooperatively.
Appointing Network Committee Members
- Network Co-Chairs appoint Advisory Committee Members, as well as Network Sub-Committee chairs and members.
- Such appointments should be based on interest expressed by Network members, with efforts made to achieve diversity and balance on each Committee.
3. OTHER LEADERSHIP POSITIONS
Elected Leadership Positions
- Serving as an SRNT Board Member (e.g., President, Treasurer, Member at Large) is an elected position, voted on by the entire membership.
- Eligibility to hold elected office is addressed in the Bylaws.
Journal
- The Editor-in-Chief is appointed by the Board of Directors, following a search conducted by the Publications Committee.
- Associate and Deputy Editors are appointed by the Editor-in-Chief.
SRNT University
- The “Dean” of SRNT-U is appointed by the President, with approval by the Board.
- Section Heads, responsible for the topical areas of SRNT-U, are appointed by the Dean. New Section Heads would, ideally, be chosen from the current group of SRNT-U volunteers. In the absence of qualified or interested candidates, the Dean may reach out to the SRNT membership for volunteers.
Task Forces
- Task Force chairs and members are appointed by the President in order to address short-term, goal-specific problems/challenges/opportunities identified by the Board.
- The Board will approve Task Force chair appointments. Members will likely be invited to join a Task Force based on the nature of the work being undertaken and the expertise and/or experience an individual member would bring to the discussion.
- Convene meetings at intervals as needed to facilitate completion of all tasks and responsibilities
- Provide accurate, comprehensive meeting notes
- Recommend changes in current SRNT policies related to the Committee’s remit and recommend new policies when necessary
- Address issues that have been referred from other committees/task groups, or have resulted from Board action(s)
- Apply an anti-racist lens when discussing committee issues
- Identify and track external trends in the committee’s area of work to ensure SRNT’s use of best practices
- Prepare and present to the board written reports related to its work and specific recommendations with supporting rationales as necessary or requested
- Give verbal reports to the membership, as requested, during meetings of the members held in conjunction with the annual conference
Charge: To provide general oversight of SRNT’s annual awards program
Responsibilities include:
- Annually review, revise and disseminate call for award nominations
- Review award nominations submitted; conduct follow up with nominees to gather materials as necessary
- Select award recipients
- Notify award nominees of selection results
- Present awards during SRNT’s annual conference
- Review requests/proposals for new SRNT awards and make recommendations to the SRNT Board accordingly
- Maintain appropriate levels of funding for those awards that provide a monetary award and, as necessary, identify new sources of funding
- Consider nominees from minoritized communities in context of SRNTs broader historical recognition of researchers from racial and gender majority communities.

Honors SRNT members who have made extraordinary contributions to the field of nicotine and tobacco research within 7 years of receiving their terminal degree (at the time of nomination).
Winners receive a $1,000 prize, a plaque, and an expense-paid trip to the SRNT Annual Meeting to receive the award and present a lecture on their research. - Nominees must be Society members
John Slade Award (annual)
Honors SRNT members who have made outstanding contributions to public health and tobacco control through science-based public policy and public advocacy. - Expenses to attend the meeting will be paid by the society, along with an award and plaque.
Nominees must be Society members. - Langley Award for Basic Research on Nicotine and Tobacco (tri-annual – 2021, 2024, 2027, 2030, etc)
Honors scientists who have made groundbreaking advances in basic nicotine research in the areas of pharmacology, neuroscience and/or genetics. - The award consists of a $2,000 prize, a plaque and an expense-paid trip to the SRNT Annual Meeting to present a plenary lecture of the awardee’s research.
Society membership is not required for consideration.
Doll-Wynder Award (tri-annual – 2023, 2026, 2029, etc) - Ferno Award (tri-annual – 2022, 2025, 2028, 2031, etc)
- Honors scientists who have made groundbreaking advances in clinical research in one of three areas: (1) the pharmacological and behavioral actions of nicotine; (2) increased understanding on why people use tobacco; or (3) interventions to prevent tobacco use, to encourage or help tobacco users stop, and/or to reduce the adverse effects of tobacco use.
- The award consists of a $2,000 prize, a plaque and an expense-paid trip to the SRNT Annual Meeting to present a plenary lecture of the awardee’s research.
Society membership is not required for consideration.

Office Procedures in Support of Committee
For Jarvik-Russell nominees, record date of last degree. Check on eligibility of nominee when nomination is received. Notify chair if nominee is not eligible.
Keep track of carryover nominations from past year on a spread sheet. List the year first nominated and the year of most recent letters and CV.
As soon as a nomination letter is received, email the nominee to obtain the CV. For Jarvik-Russell nominees also request 3 publications. If there is no response in a week, call the nominee to request necessary documents. Notify the chair if nominee cannot be contacted.
Each year submit a list of carryover nominations to the committee chair for determination of which nominations should be carried forward. If the nomination is to be carried forward, contact the nominator to se if they would like to update their letter, and contact the nominee for an updated CV.
Prepare a spreadsheet with all files to go the awards committee members.
Staff sends call for nominations and reminders, and sends notification to the membership about Award recipients.
Charge: to ensure maximum non-dues revenues in support of SRNT’s operations and mission-driven activities.
Committee Makeup

- 5 – 8 members, preferably with connections to government funding agencies, foundations, and other potential funders
Tasks
- Develop short-term, easily implemented fundraising strategies, including an appeal for contributions through the dues renewal process; contribution opportunities through the annual conference registration process; and increases in dues and/or conference registration fees.
- Identify sources of non-dues revenue and key contacts, including (but not limited to) Gov’t grants; Gov’t contracts; Foundations (not just Gates and Bloomberg – look at smaller foundations, also); Journal; conference or other educational opportunities.
- Develop and implement strategies for raising funds based on the specific nature of the funding sources identified.
- Identify projects that might receive external funding, including (but not limited to) Conferences in lower-income countries; Building an accessible database to house NTR article summaries; SRNT University; SRNT “roadshow” – regional educational events; Global Research Network or other online ‘social’ networking program
- Identify and implement long-term fundraising strategies, including planned giving; creation of an endowment fund; support from the for-profit sector; ‘sustaining’ or other membership categories.
- Help refine SRNT’s ‘story’ and increase communication about organizational goals as well as successes (marketing); and increase visibility (PR).
- Identify partners in complimentary areas for joint income-generating projects
- Consider grant applications that would promote researchers from racially minoritized communities.
Charge: To oversee SRNT’s electronic communications, including the website, member listservs, and social media.

Website Responsibilities Include:
- Review and update Website design and functionality on an on-going basis.
- Identify and/or develop new content based on the changing needs of SRNT’s membership.
- Oversee the Web Editorial Board to review and refresh existing web content on an on-going basis.
- Review requests from members and non-members to add content to the SRNT Website.
- Maintain interface between SRNT website and TRG membership databases.
- Create and maintain a website ‘operations manual,’ including relevant policies, procedures, roles and responsibilities of key Team members and/or staff, etc.
- Identify website-related projects or opportunities for income generation.
- Participate in an annual get together of representatives from the Journal, Newsletter and website to consider issues such as consistent voice among SRNT’s communication vehicles, general content, crossover marketing and/or content opportunities, etc.
Listserv Responsibilities Include:
- Periodic review of listserv guidelines
- Update guidelines as necessary
Social Media Responsibilities Include:
- Oversight of SRNT’s social media outreach, including but not limited to Twitter and Facebook
- Develop/review/update social media guidelines
- Explore new social media platforms with which to engage
Charge: To provide general oversight of SRNT’s finances
Bylaws description (Article VII):
“Finance Committee. This committee shall be responsible for recommendations regarding fiscal policy to the Board, including but not limited to proposals and recommendations regarding investment and management of Society reserves. The Finance Committee shall determine accounting and fiscal procedures and shall propose a budget for the next year for approval by the Board at the annual Board meeting, or for the annual report submitted in lieu of the annual Board meeting. The Finance Committee shall review finances quarterly. If variances to the budget are of sufficient concern to the Committee, the Chair or the Secretary-Treasurer will bring the variances to the attention of the Board of Directors.Additional duties may be assigned to the Finance Committee by the Board of Directors.”
Specific Tasks:
- Reviews and approves budget prior to presentation to the board
- Ensures the preparation of accurate, timely financial reports, and reviews such reports with the board to explain budget deviations and make recommendations
- Reviews internal financial controls
- Reviews budgets of special projects or committees as appropriate
- Reviews, on an annual basis, the sources of funding for the organization
- Monitors SRNT’s investment portfolio
- Reviews/updates/drafts financial policies for the Board’s review
- Arranges for an audit of the financial operations, reviews audit report with the auditor, and reports the results to the board
- Recommends to the board the investment of disposition of funds and reports to the board on a regular basis the conditions of such investments
Committee Makeup:

- 4 – 6 members with basic understanding of financials and/or investments; gender/ethnic/geographic balance; 3-year terms staggered
Charge: To ensure maximum affiliation through recruitment and retention of researchers and others eligible for membership in SRNT.

- 5 – 8 members representative of SRNT’s geographic, gender, racial, and research discipline diversity, to include at least
- one member from North America
- one member from an SRNT chapter

- one member representing bio-behavioral and/or treatment
- one member representing epidemiology and public health research
- at least one member from the Racial Equity Committee or its designee
- one grad student member
Tasks:
- Review current and propose new or revised membership criteria and bylaws language regarding tobacco industry membership in the Society, taking into account SRNT’s mission and goals as well as current constraints on SRNT’s role in informing translation from research to practice and policy
- Review membership form and recommend changes to better capture critical demographic information
- Consider development of a membership satisfaction survey
- Periodically review membership statistics to identify where SRNT is gaining, retaining and losing members
- Develop list of member benefits (tangible and intangible) and identify potential new benefits to attract and retain members
- Develop strategies to increase recruitment and retention of members by area of specialty and by geography for review and approval by the SRNT Board
- Develop strategies for reaching out to researchers from minoritized communities, including “community researchers”
- Interact with SRNT Networks to ensure that these areas are integrated into all membership activities
- Periodically review and revise SRNT’s membership content online
- Periodically review SRNT dues structure and membership categories in order to recommend revisions, if necessary.
Charge: To make recommendations to the Board about SRNT policy positions
Tasks:
- To review requests for SRNT to sign onto letters to legislators and regulators related to nicotine/tobacco
- To help encourage SRNT members to respond, individually, to Docket and other requests for scientific input
- To develop, with Board approval, SRNT’s responses to Dockets and other requests for organizational, scientific input
- Actively track proposed legislation and regulations affecting individuals in minoritized communities
- To liaise with SRNT Chapters and provide advice/support for regulatory and legislative activities around the world.
SRNT is a scientific society run by volunteer members and supported by a professional staff. Volunteers take on all necessary leadership roles to guide the Society to pursue its mission. Below are policies related to the elections that determine Society leadership (i.e., the SRNT Board of Directors).
1. The Leadership Identification & Inclusion Committee (LIIC Committee)
A. The LIIC Committee is responsible for the annual election cycle. Specifically, the Committee is responsible for:
- Issuing the Call for Nominations
- Identifying candidates to run, should any positions not have enough nominations from the membership
- Ensuring the election is opened in a timely manner and promoted appropriately
- Notifying the membership of the election results
Important: The Committee will encourage nominations that reflect the diversity of the SRNT membership. Should the LIIC Committee need to identify candidates to fill gaps in the ballot, the Committee will do its utmost to identify potential candidates that reflect the diversity of the SRNT membership.
B. The LIIC Committee will be chaired by the Immediate Past President.
C. The LIIC Committee will be made up of 7 – 9 members, who will serve a one-year term. Members will be representatives of SRNT’s membership, based on:
- Research disciplines
- Gender
- Race/ethnicity
- Career stage
- Geography
D. When a specific Member Delegate position is up for election, an SRNT member from that geographic region (i.e. Europe, North America, AAOLA) must be appointed to the LIIC Committee.
2. Election Timeline
Elections will be held in the 4th quarter of the calendar year. To ensure this occurs, the following timeline will be followed:
- September: Call for Nominations is sent to the membership, with appropriate reminders. The Call will remain open for at least three weeks. Nominees will be asked to upload all required documents noted in Policy 1C. Staff will work with individual nominees should there be issues with providing the required materials (Policy 1C) by the deadline.
- October: Materials are shared with the Nominations Committee, which will meet virtually or, if necessary, handle this process via emails. If there are not sufficient nominees, the Nominations Committee will work to identify additional candidates and complete the ballot.
- November/early December: Elections will open and remain open for at least two weeks. Appropriate follow up reminders will be sent.
- December: Results of the election will be communicated with the membership.
In a worst-case scenario, the above timeline may be delayed by one month. Elections absolutely must be concluded at least six weeks prior to the Annual Meeting.
3. Required Nominee Documents
All candidates must provide:
- A letter of nomination, including the nominee’s length of time as a member of SRNT; any volunteer service undertaken on behalf of the Society; and qualifications for office. Self-nominations are allowed.
- A brief biosketch (three paragraphs, max), written in third person.
- An updated disclosure form.
- A Position Statement/Evidence of Qualification may be requested; for example:
a. Candidates for Member Delegate should talk about their SRNT activity and/or connections/length of time in the research community;
b. Candidates for Treasurer should discuss any experience related to non-profit service, budgeting, and investments;
c. Candidates for President should prepare a statement outlining what they stand for/what they hope to accomplish/what skills they bring to the position.
The above will be included with the electronic ballot.
4. Campaigning for Elected Office
SRNT does not allow active campaigning by candidates for elected office. “Active campaigning” is defined as any outreach to voting members beyond the candidate’s immediate circle (i.e., friends that one normally communicates with regarding professional matters) that specifically encourages a vote for the candidate initiating the contact.
The Biosketchs and Disclosures should tell members all they need to know about each candidate. No additional campaigning should be necessary or take place.
SRNT may undertake a “get out and vote” campaign but candidates may not.
Candidates will be told about this policy at the time they are placed on the ballot by the LIIC Committee.
If a candidate violates this policy, the Board of Directors will determine what action(s) to take, including the possibility of revoking the person’s candidacy.
5. Election Irregularities
In the event of a tie, the voting system will be re-opened for a limited period of time with targeted outreach to those members who have not voted, only, encouraging them to cast their ballot. Should a second tie occur, the Executive Committee will be consulted as to next steps.
In the event of a technical problem with the electronic voting system identified after the election has opened, the voting system will be closed, the problem fixed, and the election will be completely restarted. Votes already cast will be discarded and communications with the membership will emphasize the fact that the election is starting over and that members who have already voted will need to vote again.
In the event of some other, unforeseen voting irregularity or problem the LIIC Committee Chair (Immediate Past President), in consultation with the Executive Committee, will determine the best action to take. In the interest of resolving the issue as quickly and efficiently as possible, the full committee will not be consulted, nor the Board, unless the Committee Chair requires additional input. However, the LIIC Committee Chair will inform the Committee and Board of the issue and steps taken to resolve it.
In the resolution of any election-related. problems, the primary goals should be the integrity of the election process and ensuring that SRNT voting members’ voices are heard.
6. Other Election-Related Issues
Should any other issue or complaints arise related to elections that is not covered in the policies, above, the Executive Director will inform the Board President and Chair of the LIIC Committee, who will decide how to proceed.
New Policies will be approved to address the issue(s), as necessary.
Approved February 2023
Charge: to present the highest caliber scientific program, reflective of SRNT’s research, geographic, and ethnic diversity at the Society’s Annual Meeting
Committee makeup:
- Chair, 1-year term
- 3 co-chairs, one of which will become chair the following year
- The chair and co-chairs will each have expertise in one of the following disciplines: pre-clinical research; clinical research; public health/epidemiology research; and policy research
- Up to 25 members, with gender, racial, and geographic balance, reflective of the many disciplines of nicotine and tobacco research found in SRNT’s membership
Responsibilities include:
- Reviewing and approving timelines developed by staff
- Supervising the abstract submission process
- Identifying potential keynote and plenary session speakers for board approval
- Identifying abstract reviewers and overseeing the abstract review process
- Putting together the Annual Meeting scientific program by selecting symposia, papers and posters from the abstracts submitted and identifying session chairs and other key volunteers as needed; the scientific program should include a balance of research from all major areas of member researcher interest (using SRNT’s topical Networks for guidance, as necessary)
- Providing detailed information and text to staff for the production of the conference proceedings
- Working with staff onsite to ensure a conference of the highest-possible quality
Charge: To serve as the interface between the Board of Directors and the Editorial Team of SRNT’s journal, Nicotine and Tobacco Research.
Responsibilities Include:
- Conducting the search for a publisher when necessary
- Conducting the search for the Editor-in-Chief (EIC) when necessary; reviewing the performance of the current editor as requested by the Board
- Reviewing requests from the Editorial Team that have financial implications for SRNT, and making any subsequent recommendations to the Finance Committee and Board of Directors
- Conveying Board policy/requests/direction to the Editorial Team
- Based on input from all relevant sources, making recommendations about changes to the structure and/or operations of the Journal
- Reviewing annual Journal budget (prepared by staff with input from the Editor-in-Chief) prior to its presentation to the Finance Committee and Board
- Supporting the Editorial Team’s efforts to create and maintain a Journal ‘operations manual,’ including relevant policies, procedures, roles and responsibilities of key Team members and/or staff, etc.
- Provide feedback to staff prior to annual marketing or other business discussions with the publisher
- Investigating complaints against the Journal, the EIC or other support staff as requested by the Board
- Identifying journal-related projects or opportunities for income generation
- Identifying potential for and/or reviewing proposals for new SRNT publications (electronic and hard-copy)
- Participating in an annual get together of representatives from the Journal, Newsletter and website to consider issues such as consistent voice among SRNT’s communication vehicles, general content, crossover marketing and/or content opportunities, etc.
- Work to ensure Journal articles are inclusive of racially-diverse authors and acknowledge/address health inequities
Committee Makeup:
- Chair (or co-chairs)
- 5 – 7 voting members with editorial and/or publication experience, representing different disciplines of tobacco research, and racial/ethnic and gender diversity. Due to the need for a neutral oversite body, individuals with direct responsibility for the Journal, including the Editor-in-Chief, members of the senior editorial team, and others receiving compensation for their work on the Journal may not be voting members of the Committee. However, such individuals will be invited to participate in calls at the request of the chair(s).
- The Editor-in-Chief, SRNT Treasurer and Executive Director will be Ex-Officio, non-voting members of the Committee Other key Journal editorial/support personnel may be invited to serve as Ex-Officio Committee members at the discretion of the chair(s).
In order to ensure SRNT members have ample opportunity to serve in volunteer leadership positions, the term/length of service for Committee, Network, and Task Force Chairs will be three (3) years. Chairs may, of course, resign prior to the end of the three-year term. However, barring a voluntary change mid-term, Chairs and Co-Chairs will serve no more than three years.
Exceptions to this policy include:
- The Nominations Committee, which is a one-year term as the Chair is the Immediate Past President, as per SRNT Bylaws
- The Program Committee, the chair of which serves for a one-year term (although they may serve three years, total, including two years as a co-chair)
- The Finance Committee, which is chaired by the SRNT Treasurer as per SRNT Bylaws and, therefore, the term of service will follow that person’s time in elected office
In general, this three-year term of service applies to Committees and Task Forces. Networks have the flexibility to set two-year terms if they so choose. If a Task Force’s work has not been completed in a three-year timeframe, the Board will consider making the Task Force a Standing Committee.
Terms of service as a Chair or Co-chair follow SRNT’s “year,” which begins immediately after the Annual Meeting and runs through the following Annual Meeting. Therefore, the term of service for a new Chair or Co-Chair, as with Board members, officially begins immediately after the Annual Meeting and ends at the conclusion of the Annual Meeting two or three years later. If a Chair steps down mid-year and/or if a new Chair or Co-chair is appointed mid-year, their term is considered to have begun at the start of that SRNT “year.” This is to maintain the annual cycle whereby all Chairs and Co-Chairs step down and are recognized at the same time, rather than terms of service ending on different calendar dates throughout the year.
As always, exceptions to the above will be considered by the SRNT President and Board of Directors based on specific requests and/or situations.
